*blur tool is often used when the quality of the picture is low, means it has very low pixel value but you want to view it in large mode. Then you have to use the blur tool. Now look at the picture 147. There is lot of noise distortion on the image because it is a low quality image. Common example is images from the low quality mobile are not good visible. So blur tool is very helpful to overcome these problem.
*select the blur tool. Choose the mode as you want. There are different modes but by default mode is normal which is best mode for blur tool.
*after selected the blur tool dragging the mouse on the image, and you will get a good visible image just as in fig 148
